SPECTRUM MONITORING SERVICES (TIER I)


 
Responsibilities
  • Carry out monitoring on the satellites in Geo stationary and non-Geo stationary Orbits visible in the orbital arc from the Space Radio Monitoring Center (SMC). Viz. Orbital Position of Satellites, Power flux density, Center frequency and Equivalent Isotropic Radiated Power used for the event.
  • Produce daily reports of the activity conducted with relevant information from monitoring investigations and share with Operational lead.
  • Plan and carry out investigations for geolocating of interfering source with means of available resources viz.
Fixed Monitoring stations, mobile monitoring system and Last Mile detection system.
  • Conduct audit of all VSAT and other terminals and maintain the accurate database of all Space terminals in Qatar.
  • Prepare SMC guidelines for the smooth conduct of SMC Monitoring center.
  • Coordinate and Support in maintaining the reference database of monitored frequencies.
  • Liaise with all levels of staff on the monitoring operations during the event.
  • Other related activities of Spectrum Monitoring, but not limited to:
  • Carry out fixed and Mobile monitoring operations to ensure that the Frequency users/licensees are operating their networks as per NFAP, Radio Regulations and licensing conditions and without causing interference to others.
  • Conduct Monitoring checks on radio spectrum to detect violations and enforce Radio Regulations.
  • Ensure orderly monitoring of Radio Spectrum, analyze monitoring data, and maintain a reference database of monitored frequencies.
  • Investigate cases of harmful interference and recommend remedial actions.
  • Execute the work-plan for orderly monitoring of Radio Spectrum.
  • Handling portable monitoring systems (Spectrum Analyzers) and other resources to identify sources of interference or transmissions in the field.
  • Data collection by drive test or walk test as per Monitoring Plan for Network Audit.
  • Operation of drive test tools and verify integrity of data.
  • Carry out post processing of data and provide reports based on requirements of QoS Engineer.
  • Carry out Coverage or QoS complaint investigation as per standard applicable protocols and prepare investigation report as applicable.
  • Support in Integrity, maintenance, and positioning of
Remote probes for QoS monitoring. Qualifications:
  • Bachelor’s degree in communication engineering or
equivalent.

Experience:

  • Tier I: At least One (1) year of Spectrum Monitoring experience.

Skills:

  • Technical affinity in telecommunications and ICT (e.g.,
fixed, and mobile technology).
  • Ability to identify all areas affected by an action.
  • Relevant work experience in the GCC countries is
beneficial.
  • Strong written and verbal communication skills in English,
Arabic is desirable.
